Read Mattel's own bullet on the Ultimate Action Woody listing: "If you put Woody together with an Ultimate Action Buzz Lightyear, and both are in Alive mode, they will recognize each other and converse back and forth. Each figure sold separately." That last sentence is the whole business model. The headline feature needs two $86.99 purchases to work at all.
Now read the Interactables two-pack bullet: "When you put the figures together and press the activating button they recognize each other and chat about their latest adventures!" Same trick, both figures in the box, $64.79 total. You are paying $109.19 extra for the Ultimate Action pair, and what that money buys is the clap activation, the animated facial expressions and head movement, and a Woody that's 16 inches instead of 12. Those are real upgrades. They are not $109 of upgrades for most families.
What The Ultimate Action Figures Actually Do
Worth explaining properly, because the feature list is genuinely more interesting than most licensed toys and it's the reason the price isn't absurd.
Mattel calls it Claptivation. The figure sits in Toy Mode, inert, exactly like a toy is supposed to be when a human is looking at it. Clap your hands or press Woody's belt buckle and he switches to Alive mode: the face animates, the head moves, and he talks. It's a straight lift of the film's central joke, and for a kid who has grown up on these movies, a Woody that "comes alive" when you leave the room is the toy version of the thing they already believe.
Then the pair trick. Put an Ultimate Action Woody and an Ultimate Action Buzz together, both in Alive mode, and they detect each other and start a back-and-forth conversation. Not alternating soundbites at random, an actual scripted exchange. There's also a traditional pull string on Woody for the classic phrases.
Sixteen inches, which is properly large for a talking figure, with the animated face, the head movement, the clap or belt-buckle activation and a real pull string. If you're only buying one of the two Ultimate Action figures, buy this one: he's four inches taller than Buzz for the same money, and the pull string gives him a second way to play that Buzz doesn't have.
The Cheaper Way To Get The Same Trick
If the talking-to-each-other feature is the reason you're here, this is the honest recommendation, and it happens to be the cheaper one.
Both figures at 12-inch scale, both loaded with movie phrases, and they recognise each other and chat when you put them together and press the button. Multiple posable joints so they display properly when they're not talking. It's the same core idea as the Ultimate Action pair, executed for a third of the combined price, and it's the only thing in the line rated by more than a handful of buyers.

There are barely any reviews of the Ultimate Action figures yet. Woody has one rating. Buzz has two. That's not a sample, that's a rounding error, and any site presenting those star scores as a verdict is misleading you.

Spending $173.98 on a pair of figures that between them have three customer ratings is a different kind of purchase from spending $64.79 on the one item with a real sample behind it.
The two-star share on the Interactables works out at one or two people out of twenty, which is the range where a flat battery or a dented box explains it. There's no pattern there to read into.
The practical read: this is a wait-a-few-weeks product if you're considering the expensive pair. The film is recent, reviews will accumulate quickly through the autumn, and nothing here is scarce enough to punish patience. If you want a Toy Story 5 toy under the tree without the gamble, the two-pack and the cheaper figures are already proven.
